ग्रामीण क्षेत्र रामनगर बाजार में स्थापित महाविद्यालय के चतुर्दिक पवित्र स्थलों का प्रभाव पवित्र शिक्षा का प्रमाण है। महाविद्यालय के पूर्व दिशा में महान साधक लल्लन जी ब्रहा्रचारी के मुमुक्षु आश्रम तो पश्चिम में धर्म आस्था पितृ भक्ति के लिए विख्यात सत्यपुरूष राम की अयोध्या एवं श्रवण का श्रवण क्षेत्र, उत्तर दिशा में पवित्र सरयू का किनारा, दक्षिण दिशा में निर्गुण ज्ञानाश्रयी साधक गोविन्द साहब के तपोस्थल के केन्द्र में महान स्वतंत्रता संग्राम सेनानी बसुधा सिंह की कर्म भूमि पर स्थापित महाविद्यालय सत्र 2005-06 से संचालित है।
भारतीय सभ्यता में अपने पूर्वजों एवं भावी पीढ़ियों पर चिन्तन करना हमारा संस्कार रहा है। सदियों पहले राजा भगीरथ अपने पूर्वजों को श्राप से मुक्त कराने के लिये गंगा को स्वर्ग से धरती पर उतारा उसी प्रकार भावी पीढ़ियों में उच्च शिक्षा की अलख जगाने के लिये पिछड़े एवं अभाव वाले गांव में निवास करने वाली भावी भविष्य को शिक्षा के दीप से आलोकित करने का विचार श्रद्धेय संस्थापक राजमणि के हृदय में उत्पन्न हुआ, जिसे साकार रूप देने के लिये 4 अप्रेैल सन् 2005 को महाविद्यालय की आधारशिला रखी गई। जिसकी देख रेख के लिये उन्होने अपने मझले पुत्र श्री रामधारी यादव को प्रबन्धक नियुक्त किया । उच्च शिक्षा के इस संस्था का नामकरण प्रबन्धक के लिये विचारणीय था।
श्रेष्ठ विचार मानव की महानता सिद्ध करते हैं परिवारिक दायित्वों एवं सद्भाव के विचारों को आत्मसात करके संयुक्त परिवारिक दायित्वों का कुशलता पूर्वक निर्वाहन करने वाली भारतीय नारी के समस्त गुणों एवं उच्च विचारों वाली सिंगारी देवी सभी वर्गाें को शिक्षित देखना चाहती थी। जो उनके जीवन काल में संभव नहीं हो सका परन्तु मरणोपरान्त इन्हीं श्रेष्ठ विचारों की प्रेरणा से प्रबन्धक उनके नाम एवं विचार को शिक्षा के क्षेत्र में अमर करने का वीणा उठाया।
अपने प्रथम सत्र 2005 में 4 कमरे एवं 153 छात्र/छात्राओं से प्रारम्भ होकर आज ग्रामीण अंचल में उत्कृष्ठ शिक्षण संस्थान के रूप में विस्तारित हो रहा है। जिसमें 5000+ छात्र/छात्राएं प्रतिवर्ष बी0 ए0,एम0 ए0, बी0 एड0 एवं बी0 एस0 सी0 की शिक्षा ग्रहण कर रहे हैं।
सृष्टि के समस्त कार्याें को पूर्ण होने में किसी न किसी शक्ति अथवा व्यक्ति का योगदान रहता है। इस महाविद्यालय को स्थापित करने में श्रेष्ठ विचारक बाबा साधवराम डिग्री कालेज कोइनहा के प्रबन्धक आदरणीय डाॅ0 दयाशंकर यादव के द्वारा उत्साहवर्धन किया गया उनके द्वारा जुझारू एवं साहस पूर्ण मार्ग दर्शन से महाविद्यालय संचालित करने का कर्तव्यबोध प्राप्त हुआ। इसी क्रम में इन्दई पुर निवासी श्रद्धेय कृष्णकौल जी अपने अथक परिश्रम से संचित धनराशि से महाविद्यालय निर्माण में सहयोग प्रदान किया महाविद्यालय स्थापना में प्रत्यक्ष व अप्रत्यक्ष रूप से क्षेत्र के सम्मानित जनता का भी सराहनीय योगदान रहा है।
वर्तमान परिस्थिति में महाविद्यालय शैक्षिक वतावरण प्रस्तुत करने का सफल प्रयास कर रहा है। 30 कमरे में स्नातक व परास्नातक स्तर पर हिन्दी, संस्कत, अंगेजी, उर्दू, राजनीतिशास्त्र, समाजशास्त्र, प्राचीन इतिहास, ृ ्र भूगोल, गृहविज्ञान, शिक्षाशास्त्र ( 10 विषय ) व स्नातक बी.एस.सी. ( भौतिक विज्ञान, रसायन विज्ञान, गणित, प्राणि विज्ञान व वनस्पति विज्ञान ) की शिक्षा विषय विशेषज्ञों के द्वारा प्रदान की जा रही है। एम0ए0 स्तर की शिक्षा से शिक्षार्थियों को ज्ञान एवं जीवन की कला में निपुणता प्रदान करने का प्रयास किया जा रहा है। कार्यालय विद्यालय का हृदय होता है, दृष्टि से विशाल एवं सुव्यवस्थित कार्यालय महाविद्यालय में अध्ययनरत छात्र/छात्राओं को विशेष सुविधा प्रदान करता है। पुस्तकों से परिपूर्ण पुस्तकालय, बहुउद्देशीय दो हाल, जो किसी भी प्रकार के विशाल कार्यक्रमों को संचालित करने में सहायता देते हैं। राष्ट्रीय सेवा योजना का कार्यालय जो स्वयं कार्य करने को प्रोत्साहित करता है।
प्राध्यापकों एवं प्राध्यापिकाओं के लिये अलग-अलग कक्षाओं की सुव्यवस्था है। मानव का जीवन वैज्ञानिक पद्धति पर आधारित होता जा रहा है। इस दृष्टि से कम्प्यूटर प्रयोगशाला में 25 कम्प्यूटर के साथ डी0सी0ए0 एवं पी0जी0डी0सी0ए0 का कोर्स संचालित हो रहा है।
राष्ट्रीय अध्यापक शिक्षा परिषद द्वारा मान्यता प्राप्त बी0एड0 का संचालन विभागाध्यक्ष एवं श्रेष्ठ कुशल प्राध्यापकों के द्वारा प्रसार हो रहा है। समस्त शैक्षिक वातावरण के केन्द्र बिन्दु प्राचार्य कक्ष आधुनिकता से परिपूर्ण है। महाविद्यालय के अन्य स्वरूप में बी0टी0सी0 200 सीट रामनगर मे एवं सी0बी0एस0सी0 मान्यता प्राप्त स्कूल अन्नापुर मे संचालित है।

Today's youth are the leaders and team builders of tomorrow. We put in our utmost to groom them to boldly face the challenges that await them in the future. We, therefore, include them in the Students Council and involve them in sports and game which not only polish their qualities of leadership, camaraderie, and team ship but also the grace to lose with dignity. Environment degradation is a major concern today and the young shall have to deal with it in a big way in the time to come. The best way of doing that I felt was in setting up educational institutes for the benefit of the young of Ramnagar in particular and to those of surrounding areas.
It is with the grace of god and the ever forthcoming help and excellent counsel of my parents, friends and well-wishers that I was able to realize my dreams and establish both “Singari Devi Smarak Snatkottar Mahavidyalaya and Singari Devi College of Education. In one campus we provide education the Post Graduate level.
It give me a sense of deep satisfaction and pride to see how the alumni from both these institutes are responsible pillars of our society and that the influx of our student is not limited to only Indore or areas around, but from all over India and also some other countries. We have made a mark on the International area of education.
None of these achievements could have been possible without the tireless and selfless striving of our staff. The actual credit of the success of my endeavor rightly rest with them.
